Company Overview

Housing & Development Board (HDB) is a statutory board in Singapore dedicated to public housing and urban planning. Focused on constructing affordable and quality homes for Singaporeans, HDB develops residential flats and townhouses. The board formulates housing policies, regulations, and eligibility criteria, ensuring sustainable urban development and facilitating affordable homeownership. The data for the system is Structured Data from the COTS system (Anacle), with only the necessary data brought over for the specified dashboards

The Challenges Faced

  • The organization encountered significant hurdles demanding a shift towards digital transformation:
  • Highly Manual Processes: HDB struggled with labor-intensive manual processes, leading to inefficiencies, bottlenecks, and operational delays.
  • Operational Costs: The reliance on manual processes resulted in high operational costs, impacting overall cost-effectiveness and resource allocation.
  • Competitive Landscape: To maintain competitiveness, HDB required enhanced operational efficiency and a robust digital infrastructure to deliver superior customer experiences and sustain its market position.

Solution Proposed

TeBS collaborated with HDB to address these challenges through a comprehensive approach:

  • Process Identification and Analysis: Detailed ROI analysis and workshops identified over 70 processes for automation, kickstarting the RPA integration strategy.
  • RPA Center of Excellence (CoE): A structured CoE was established to govern the RPA strategy, standardizing practices and ensuring effective implementation.
  • Phased Implementation: Beginning with selected processes, the initiative expanded gradually, supported by scalable RPA infrastructure, and incorporating more processes over time.

Benefit

  • Operational Efficiency: Automation significantly reduced manual efforts, streamlining operations and decreasing costs.
  • Enhanced Customer Service: Quicker and more accurate service delivery improved overall customer satisfaction.
  • Competitive Advantage: Strengthened market position through improved digital capabilities and operational efficiency.
  • Digital Transformation: Establishment of a Digital NeXT ecosystem paved the way for future growth and success in the digital era.

The RPA initiative not only optimized existing processes but also equipped HDB with the necessary tools for future growth and success in an increasingly digital landscape.
